Involves curves, vibrance or hue/saturation.
This image has a lot of colors in it allready, but this shows how to enchance them. :)
1. First, dublicate the base 4 times, set the first two to Screen 100%, the third one to Screen 70%, and the fourth one to Soft Light 100%. This is to brighten up the image, and give it contrast.
2. Make a new Curves layer, and use these settings:
First point: input 163, output 178
Second point: input 55, output 46
This will enchance the image contrast.
3. Click alt+control+shift+e to gather all the layer into a new layer.
4. Sharpen the image once to make it clear and sharp.
5. Make a new vibrance layer to bring out the beautiful colors more:
Vibrance: +28
If you don't have the vibrance function, you can use a Hue/Saturation layer:
Master saturation: +5
And you're done!
